The signing ceremony took place in Benghazi in the presence of Dr. Jibreel Al Badri, President of the National Development Agency and Mr. Osama Elbelushi, project manager of Libya Build Benghazi.

The National Development Agency is an agency of the Libyan government with legal personality and independent financial disclosure, is headquartered in Benghazi and has branches in most Libyan cities. Established by Cabinet Resolution No. 206 of 2023, its aim is to contribute to the state’s comprehensive development by diversifying income sources through urban and development projects. This includes establishing service and productive investment projects, contributing to urban development, reconstructing cities and conflict-affected areas, developing public facilities with advanced design and implementation, and assisting in emergency relief, as well as mitigating natural disasters.
